| At present, China is transferring from traditional agricultural society to an industrial and modern society, from planned economy to socialism market economy. During the period of social type transfer, it caused the appearance of weak group in China. The weak group is composed of the following people: poor rural peasants, rural workers in cities, poor laid-off workers in urban areas, women group that personal and labor rights could not be maintained. This article pointed that, to establish a socialism harmonious society and promote economic development, it shall lead weak group to claim their rights and maintain the stabilization of this society, and so we should pay attention to the issue of political participation of weak group. Political participation means that the citizens take part in activities to influence and promote the strategy making process for political system. According to the opinions of Marxism, politics means the activities that all social classes take part in to maintain or change some social production relationships and try to control and influence the social public authority. Political participation means that some group maintain or change production relationships through controlling and influencing public authority, to benefit the group from the production relationship. In this article, it showed that weak group's political participation is necessary for developing socialism democratic politics and promoting political civilization. As for the first Article of this state's Constitution, "the People's Republic of China's is a socialist state under the people's democratic dictatorship led by the working class and based on the alliance of workers and peasants, socialism system is the basic system of the People's Republic of China". The second Article of this state's Constitution, "all power in the people's republic of china belongs to the people". The above two articles of Constitution, confirms that China is a socialism country with people's democratic dictatorship. It shows that the people are the owners of this state, and all powers belong to the people. In China's society, weak group is a part of working class and peasants class, their political participation is a kind of rights that given by the law of this state. And it is the requirement for the weak group to pursue their own rights. Weak group's political participation is necessary for perfecting socialism market economy system and promoting economic society's development in harmony. It needs all the people's participation to establish, perfect and develop socialism market system. At present, the gap between the rich and the poor becomes wide, so this brought pressure for weak group. The expert on social guarantee Professor Zheng Gong Cheng pointed out that, the difference in income distribution is a problem during the process of development, but it will bring a visible social conflict between the rich and poor classes. The process for establishing market economy system is to regulate the relationships on rights, so weak group must ask for making and implementing on some policies and laws concerned to their rights. Weak group's political participation is necessary for the government to transfer its function and enhance social management. At the Third Meeting of 16th Central Committee of Communist Party of China, it released the file of "Decision Made by the Central Committee of Communist Party of China on Some Issues of Perfecting Socialism Market Economy System", it states that this society shall improve macro control and speed up function transfer of the government, and it shall perfect the process for making major social and economic matters, to make full use of social intellectual resources and modern information technology, to improve the transparency and the public's participation. During the period of transferring economy system, the government shall give the right of relocating resources to the market, and it should give part of social management rights to social institution. The citizen's wide participation is dispensable for social institution's establishment and development. The citizen's participation could offer more information and methods and it could improve the strategy and management of the government. Especially when it comes to the social policy to protect the rights of weak group, weak group's political participation is very important, and it shall take their opinions and advices, to implement the concept of public service. At present, in China's society, there are 3 kinds of phenomenon on theweak group's political participation, frost political participation, non-rational political participation, and rational political participation. So, this article points out that, according to different kinds of weak group's political participation, it should organize weak group to take part in political participation in all aspects, and it shall establish and perfect the system for weak group to take part in political activities, and to create a modern politics culture on political participation, to lead weak group to claim for their rights in a rational way, to solve the problem in rights contradiction, and to maintain the stabilization of this society. |
