What changes have taken place in workers' participation in the context of economic system reform, social restructuring and globalization, and how to treat and evaluate these changes on China's enterprises,as well as economic, political and social development? The research before was focused on the characteristics, functions, legal basis, nature and status of workers' participation, and there were also some specific problem analysis and policy recommendations.Meanwhile, research on the related concept, development skeleton and objective laws is relatively weak, where is we need to study and explain.Restructuring of state-owned enterprises changed national capital to market capital, in the same time, workers' identity shifted from "masters" to "market people." This shift gave workers more freedom and right, they paid more attention to the realization of personal interests, their participation changed from passive to active, which made mobilization mode before ineffective.Workers' participation extends in content, expand in channels, and diverse in forms in the new times. The article is focused on empirical investigation, and on the basis of deep study on case,it analyses workers' participation development from three aspects. The conduct, motivation and content of workers' participation have experienced changes, and appeared new participation forms, which satisfy the need for workers to participate, and promote the development of national democracy in grass-roots level.
