The modern citizen education, is the result of capitalist economic development and social progress, following the establishment status of citizen and explanation and propaganda on citizen's obligation constitution, coming from the west modernly. With the development of politic and economic in the world, the concept of citizen's education have already been generally accepted by various countries, and gets the government's energetical support in practice, positive and effective citizen's education is launched. Reviewing the development course of citizen education of our country and present state, some questions really exist; especially the discussions of some theoretical questions are not extensive and deep enough. Validity of our country is insufficient presently, that is by complicated historical and realistic factors, but none of a perfect content of citizen's education system are an important factor.
