The modern citizen education, is the result of capitalist economic development and social progress, following the establishment status of citizen and explanation and propaganda on citizen's obligation constitution, coming from the west modernly. With the development of politic and economic in the world, the concept of citizen's education have already been generally accepted by various countries, and gets the government's energetical support in practice, positive and effective citizen's education is launched. Reviewing the development course of citizen education of our country and present state, some questions really exist; especially the discussions of some theoretical questions are not extensive and deep enough. Validity of our country is insufficient presently, that is by complicated historical and realistic factors, but none of a perfect content of citizen's education system are an important factor. A clear education contents is the basic prerequisite of strengthening the citizen education, otherwise even better education form and even more effective policy will be invalid, so one perfect and meeting the developing needs of era content system of citizen education, will promote the educational development of the citizen education of our country effectively and improve the validity of the citizen education.In this thesis against this situation, the author try to discuss the construction of the content of modern citizen education in our country. The first part, mainly Introduce citizen and civil education and relevant concepts, also has announced the characteristic of the modern citizen education on this basis. The second part probe into the value of construction of citizen education content, the article think scientifically building citizen education content system of our country for strengthening the of validity our country citizen education have important theory meaning and practice value, It is the inevitable demand of the development of the citizen education of our country. The third part mainly proposes the basis of citizen education content structures, have drawned lessons from the marrow of the citizen education theory of the east and west critically, considering the condition of thecitizen education of our country, including theoretical basis, historical basis and realistic basis. The author have elucidated emphatically the important function of the theory of development in an all-round way of people, political socialized theory, the advanced cultural theory of socialism and the system theory in the theoretical foundation. The fourth part, structuring the citizen education content system of our country scientifically and systematically comparatively according to the way that the level going forward one by one, shown as: the basic content proceed from the angle of education target, to ordinary citizen should. The era content of the citizen education proceed from era of the educational content, to the objective reality of the present social economy, politics , culture develop stage of our country. The leading content of citizen education proceed from the history of the citizen education, thinking in socialist China, that no matter how era changes, how science and technology develop, educating all citizen to this noble moral character in the whole society.
