At present, the clusters is one of the effectual modes can promote the development of territorial economy which have been paid much attention by more and more local governments and economic researchers. But many local governments are eyeless when they develop the clusters in their districts because of being short of instruction about clusters' form, therefore, abundant manpower and material resources have been wasted. How solve this problem is the start of the thesis's research.The thesis begins with the analysis of much research information. According to the different form major strength, I plot our country clusters out nine modes, the mark enterprise leading mode, the market create mode, etc. Then, basing on the research about condition and process of clusters form, I innovatively use the theory of exterior network explain the clusters form's universality mechanism. And connect it with form mode in order to research different mechanisms in different conditions. Atlast, basing on the area quotient method and efficiency benefit analyze method I set up cluster form's index system, which supplies the feasible base for government to realize the clusters development status and qualification of the advantage and inferior position. District governments can use different form modes to supply pertinence service and sustain for area cluster's development according to the district fact.
