On Human Capital Investment And Competitiveness Of City

Faced with opportunities, challenges and competition brought by the new economy and globalization, the city government pays great attention to the enhancement of competitiveness of city affected by a variety of factors. Different roles as each factor plays in competitiveness of city, all the factors are interlinked . Therefore , it is essential to treat competitiveness of city as a dynamic process .The following paper focuses on the human capital factors on competitiveness of city in Huzhou City, Zhejiang Province. The author attempts to propose the methods on how to enhance the investment strategy on competitiveness of city based on the analysis of the mechanism of the effectiveness of the human capital on competitiveness of city, the mode of constructing the relationship between the human capital and competitiveness of city, and thus points out the fact that human capital investment is the core factor in the enhancement of competitiveness of city. The research has a certain theoretical value both on the exploration into the combination of the human capital theory with competitiveness of city, and on the enhancement of competitiveness of city which are striving to improve the state of their human resources.
