Feasibility study is a comprehensive subject that provides investigation and identification for the project, offers general and integrated technical economic study and systemic analysis for the planned project, and provides the evidence to do it or not by the technical economic study. It is the primary basis to the project establishment and decision.In this paper, some problems about the highway feasibility study are discussed, including traffic distribution, calculation of the transportation cost, economic evaluation, and scheme alternative, etc. After comparing the varieties of normal methods, quadric weighted mean is assigned to the highway net to get the traffic of the expressway from Linshui to Dianjiang. Based on the integration-mechanics theory, the transportation cost by automobile type is calculated, and the national economy and finance evaluation are made for its south-line scheme and north-line one. By studying the varieties of normal methods, the scheme alternative possibility with the method of AHP (analytic hierarchy process) is demonstrated, and index selection, formation of judgment matrix, consistency check and weight calculation method are discussed. Also, the method of Group AHP on the basis of the optimum transfer matrix is presented in this paper. Its effectiveness is verified by the case of scheme alternative for the expressway from Linshui to Dianjiang.
