Public participation is playing a more and more important role in a modern and democratic society. Public participation is in itself involved in the relationship between the government and the public, being a core issue in the studies of public administration as it widely affects every aspect of people's life Chinese government states definitely that administrative management concept is to shift from the concept of traditional centralism to that of democratic administration. Therefore, in response to the development of the era, it is of profound significance both in theory and practice to provide the government with well-grounded advices intended to enhance the participatory attitude of the public through the study of their attitudes hereof.The study in this article is mainly characterized by positive analysis, employing methods of questionnaire and document sorting-out, with the softwares R and Openstat3 also applied in the analysis of the research and investigation findings, therefore ascertaining the status quo of the participation attitudes of the urban residents in Chengdu and working out how basic personal attributes and mass media influence public participation, and in conclusion presenting feasible advices. The article consists of three parts. The first part is for theoretical studies, which systematically introduces the background, status quo, objective, contents and process of the studies, and formulates the public participation theory as well as the public participation policies of authorities of both China and Chengdu; the second part is for positive analysis, which expatiates on the framework, theme, hypotheses, questionnaire designing, methods fordata analysis, and implementation process, performs detailed statistic ' analysis of research findings; in the third part, a conclusion is drawn upon the outcome of the research, and suggestions are presented for the policies by Chengdu government intended to enhance mass attitudes towards participation in public activities and consultation of public affairs.The studies of public participation attitudes by Chinese researchers are still insufficient, especially the study mainly using the method of positive analysis has yet not been appeared. The article proper conducts the study by positive analysis and judgmental sampling with Chengdu urban residents as a research subject, which would help amplify the perspective in which the issue herein is looked at, thus enriching the research methodology in this field.
