With the social progress and fast development ofthe economy, the existing communication services can not meet the demand of thepeople. The way of communication for the mankind is in the orientation ofwide-band, intelligent, integrated and individualism. The demand to the data andmulti-media communication has become more and more anxious. All these has tobe accomplished by the 3rd generation mobile service(3G). The target for the 3rdgeneration mobile service is to provide the wide-band multi-media communicationservice. The 3rd generation mobile system may provide diversified and high qualitymulti-media service which possesses the capability of global seamless coverageand global roaming with internet compatibility. The portable terminal facility canbe used for any communication at any time and any places. The commercializationof the 3G technique is getting perfected at present and is ready to be available forcommercial use. The CNC will be hopefully awarded with a 3G license as a newmobile service operator.Obtaining the mobile service license does not mean that China NetworkCommunication Corp (CNC) has increased its competitive strength. The 3Gnetwork has to be built perfectly. The best optimization of network allocation isbased on the thorough market investigation and network planning. The networkwhich achieves the customer satisfaction will be the best advantage for competition.The most important point is to define the rational construction scale. We shall notonly consider to ensure the coverage to provide a satisfactory network and servicefor the customer but also we have to protect the investment return and make surethat CNC is in a leading position in the 3G market by facing sharp competition inthe future.2.Analysis on 3G Market and define the construction scaleThe construction scale of the 3G network is limited by the network capacityand the network coverage. In order to getmore customers, CNC must build perfect and quality 3G network. Only theextensive coverage of the wireless network can attract more and more 3G users. We shall not only build a 3G network with rational scale but also the humanresources, financial resources and material resources must be integrated efficientlythrough scientific management methods to ensure the smooth implementation ofthe engineering projects. First of all, training to the people is definitely necessary.As a traditional fixed phone operator CNC is short of the talents on mobilecommunication.
