The Study On The Problem Of Investment Of Educational Manpower In JiLin Province

After entering the 21st century, with the booming of the knowledge economy , people with high-tech and modern managerial ideas have already become the original power of the economic development . In order for a country or a region to acquire the advantageous position in the world competition, high quality talent with advanced thoughts and technology rather than material resources should be depended on .Therefore ,strengthen the manpower's development and management, invest the manpower capital, improve the quantity and quality of the manpower and guarantee the manpower capital to increase continuously have become the original power of promoting the economy to increase quickly and develop continuously. Just according to the request of this era ,JinLin Province has proposed the strategy that talent can promote the developing industry. To keep Jinlin's economy rapidly and consistently developing, the manpower capital investment must be strengthened. Cultivating and attracting talent, innovating knowledge, accumulating , centralizing, expending and disposing the talent should be ahead of other aspects. The paper mainly study the relationship between manpower investment and economy development . By studying social economy , the current manpower capital ,education investment situation and mutual-promoting relationship, aiming at the realistic problems and at social economic development predicting demand for manpower capital , the suggestions of relevant education manpower capital investment should be put forward. Firstly to explicates the concepts and characteristics of the manpower capital investment. For the manpower capital has the characteristics of external ,scale and chain benefit ,each individual person and company could get much benefit from it , so every country all over the world pays more and more attention to it .Nowadays, manpower capital investment including the float labor investment ,education investment ,medical care investment and "learning by doing"investment. Education investment as the most basic one includes all the manpower resources, financial resources and its currency form. Education investment is aiming at cultivating professional talent and back-up labor at all levels, also at improving the intelligence quality and working ability of the labor and professional talent, so as to promote the development of social culture, spiritual civilization and material civilization, promote the full development of economy and society. Through analyzing the benefit of education manpower capital investment and examples of the developed country , shows that the development of education affect the storage of labor knowledge ,the quality of the nation and the situation of the manpower capital greatly. The level and speed of economy development is also decided by it . Secondly to research on the relationship between education investment and economic development in JiLin Province.By analyzing the mutual-promoting relationship between the economic development and education investment ,economic growth can not only change the quantity , and the quality of manpower capital but also change the structure of it .While the quantity , quality and the structure of manpower formed by education investment will also affect the speed of economic development . According to the request of sustainable economic development ,aiming the usage of JiLin's resource and the situation of capital investment, resource development and the method of using it should be amended so as to realize the sustainable economic development , in order to change the economic growth from anextensive type to an intensive type , the sole feasible method is to enforce the capital investment ,which forms a stronger internal power, strengthens the succeeding advantage and promotes the economic growth. While the education investment, promoting the increase of storage quantity and quality ,hence, increasing the labor productivity, is a basis and a guarantee for sustainable economic growth. Thirdly to make an analysis on the economic development and the current situation of the education investment in JinLin Province. The economic development was fast during the period of the ninth and tenth five-year plan. But was lay behind compared with those of in HeiLongjiang and LiaoNing. With a large amount of manpower but poor quality, with the lack of high-level and high-tech talent; structure irrational distribution,with much talent cultivation but lower using efficiency. On the basis of analysis ,JiLin's economy in the eleventh five-year plan and the aim of demands for manpower resources, having been put forward in the social development program. The forth part forecasts and analysis demand and supply for manpower resources from 2005 to 2010.Demand and supply basically keep balance in 2005.However, there are still more than three hundred thousand gases in 2010, such as the shortage of engineering technicians, especially of high-level talent.As a major scientific and educational province , the educational scale at all levels in JinLin is developing fast continuously, but the educational costs is not enough. Though the educational costs increase year by year, there is still a certain distance compared with those of in HeiLongjiang and LiaoNing from the absolute and relative figures, and the distance becoming wider and wider yearly.
