The existence of a relatively independent and self-supporting civil society is the fundamental social condition for the construction of market-based economy system. The modern civil society emerges during the establishment of socialism market-based economy in China but its development is still restricted by some current institutions. The need for a mature, reasonable, independent and powerful civil society due to the economy subject's demand for an active and free climate requires both sides' consciousness of behavior rules and self-motivated functioning as well as the continual reformation of the relationship in order for the state of benign interaction, mutual acceleration and cooperation between the government and the civil society.
