"Citizen Morality" was established in Compendium of bringing citizen morality construction into effect> which is promulgated by centrality of CCP in September 20th, 2001. Since several years ago, domestic academia has paid more attention to studying on "citizen morality". Some scholars among them have devoted themselves to researching on systemize and stipulation mechanism of citizen morality, and excogitated many academic results, which have corresponding learning and practice value, actively pushing our country's citizen morality construction forward. At the same time, researches on system criterion of citizen morality have never been carried through in academia.
