Origin,Effects And Prospects Of The Direct Election Of Grass-roots Trade Unions' Chairman

The direct election of grass-roots trade unions' chairman, which is a new way of electing arising in recent years in China, refers to the idea that a grass-roots trade unions' chairman is elected directly by the grass-roots union members or representatives instead of the popular way of being elected by the union committee's open conference. As to this election method, people from different walks are more of seeing it as a way to activate the vitality of grass-roots trade unions and to improve the aptitude of the union stuff than of seeing it from a deep sense of the importance related to union system and election institution so as to popularize it nation-wide. Therefore, it is of great theoretical value and practical significance to research deeply the theoretical basis and the practical motivation, the effects and the shortcomings of the direct election of grass-roots trade unions' chairman, and to explore the reforming direction of electing grass-roots trade unions' chairman.Based on reflecting and analyzing the electing system of grass-roots trade unions' chairman, this article tries to put forward the defects and the nature of appointment from the Party and the government of indirect election which is popular in China, and to dissect the practical motivation of direct election of grass-roots trade unions' chairman from the view of the workers, the government and the unions.This article has introduced current three typical patterns of direct election of grass-roots trade union' chairman in China. Taking Yu-hang district of Hang-zhou City as an exemplary case, researching the achievement of direct election, it has drawn the conclusion that direct election is good in strengthen union's role of representing and safe guarding, increasing union members' principal position, closing the relations between union and its members, making members possess the rights of knowing, participating, choosing and supervising in electing union officials; good in expanding the range of choosing union leaders, establishing comparative institution of electing and using the right person, increasing the aptitude of grass-roots trade unions' stuff; good in avoiding the system of appointment from the Party or the government, and avoiding being controlled by the...
