Report in the Sixteenth National Congress of the CPC put forward the aim, emphasis and main content of intensification and promotion of public administrative management reform, which demonstrate the reform will be promoted to a deeper level. Government, acting as the main public administrative bodies, is more concerned about the adjustment of system and structure at the macro-level, and at the same time lack deeper research at the micro-level.In the late 1990s, with the establishment and perfection of socialist market economy system, especially with the trend of economic globalization, the need and call of the reform of public administrative reform are expanding. The development of the market-oriented economic reform propels our administrative function to transfer from administrative controlling to economic development, and then to public service.Government has done positive exploration of its administrative management level and manner, such as the reform of administrative examination and approval reform, the center of investment program, the object management, satisfactory appraisal.It is aimed at improving the efficiency and decreasing the cost of administrative management. However, it is still one of the bottlenecks of public management as how to appraise the performance in a pragmatic way. Therefore, it is necessary to set up a more efficient way which integrate the internal, external appraisal and evaluation system to make the appraisal more objective and accurate.The paper begins with a brief analysis of the definition and related theories of organizational performance management, pointing out the shortcomings of organizational achievement management in public management area, then analyzes and compares the "level-of-satisfactory" and "object appraisal of the municipal-level " by way of questionnaire. Based on the data collected and data analysis, conceptual model is put forward.
