With the popularity of Internet and development of information-technology, World economic informationalization and globalization were accelerated. At the same time it also change the mode of business compete. Cooperation must depend on information-technology to fast adapt the change of circumstance.With the fast development of Websites in our country, net user number increase day by day. With the improvement of bottle-necks, which constraint the development of e-business, such as logistics and delivery, paying on net, web technology, safe measures, the number of buying on net increased in some degree. Especially in the non-typical pneumonia popularity epoch, e-business showed advantages once more. This make all social departments accept e-business on the time when e-business bogged in economic suds. Now, enterprises have understood the importance to develop e-business, enterprises, no matter big or small, all want to find out the mode which be suit it self on net. Websites of B2B and B2C, spread all over the World Wide Web, just as bamboo shoots after a spring rain. Following one by one problems solving, such as how to attract net user's attention and make user visiting enterprise's Websites when user face lots of Websites and a mass of information, become the first urgent affair for survivorship and development of enterprises. This paper according to these problems, which enterprises will encounter when implementing B2C on World Wide Web, analyzed the behavior of net user, classed net user, expound the pop topic of "attention economic", simply-talked about lowest net user number which enterprise should owned by using weighting profit and loss, and theoretically talk about how to attract user's attention and how to increase the attractiveness to net user.This paper focus on how to attract lots of net user(potential customer)to visit enterprise Websites, which make B2C user number achieve some volume. The study is actually meaningful for development e-business.
