Game theory studies that policy-maker decide how to maximize his own interest in the definite information structure and how to realize the equilibrium among the different parties, which also use the precise mathematic pattern to research optimal strategy in the dispute, and which mainly focus on the interest and conflict, competition and cooperation among people and countries. The cooperative game is that gamer make the continuously repeated negotiations to reach a binding agreement which regulate the gamers' behaviors.The core issue I'd like to discuss in the paper is that "cooperative game "is the rational choice of the decision-making pattern in the international conflict on the basis of the DPRK(Democratic People's Republic of Korea) nuclear issue. The following are my reasons:Theoretically, there are three reasons. Firstly, in the view of international system, cooperative game is the non-zero game and interdependent game,policy-makers of the different gamers are interacted------any gamer can't get theinterests which is wanted alone. Specially in the rapid development of the globalization, international relations are increasingly closed, and in the international context, cooperative game is the rational choice when countries deal with the international conflicts. Secondly, in consideration of the interest, national interest is the Rosetta Stone, which can help us understand the international relations. Countries pay attention to the absolute gains and relative gains in the international conflicts, absolute gains can promote the international cooperation to some degree, but relative gains don't exclude international cooperation and on the contrary they also help the cooperation in the special situation sometimes; Lastly, from the long-time need, when policy-makers make decisions between war and peace, they not only think about the gains and costs, but also the anticipative value in the future.
