The information technology as well as the computer network technology obtains the huge development, and informlization has already become the key aspect of the economy development of human society. The informlization of the government is in the important status in the informlization of social and in economy. Therefore, the Implementation of the informlization of government affairs and the construction of the hypothesized government on the net is an important action of our country, even a world developmental strategy. In the recent years, our country has plough a great deal of human and material resources into the construction of e-government and adopted a very plentiful and substantial harvest. With the development of technology, the advancement of the management thought and the appearance of new demands, the construction of e-government has gradually developed from the unilateral information promulgation to the bidirectional exchange visits and compositive handle official business between the government and the public. At the same time, each departments of the government has already formed the own internal office system while they constructed the e-government. However, because lack of uniform strategic layout, and the difference of time of the system construction, the difference of manufacturers, the difference of technology equipments, the difference of the formats of database, the difference of operation systems, and even the difference of the application software and users' views, these systems which are individual constructed and close make the information share and business that are between the systems invalidated, so that there are so many "information islands". To give up these pieces of application software which work well and are developed with a lot of resources is not practical, e-government no only need visit the internal resource of own department, and also need the system communication with other departments in order to improve the efficiency of the government affair. Therefore, to protect the resource in existence, make the communication and conformity between the new system and system in existence, improve the efficiency of government, avoid the waste of resource, the only way of today's e-government is to imply the integration among these systems.
