| The agricultural development bank of China is the only agricultural policy-oriented bank of China. Its operating mechanism not only affects the benefit of itself but also affects China's agricultural and rural development even national economic development. In this paper, some issues of operating mechanism of the Agricultural development bank of China are studied, and proper measures and policy suggestions to improve the operating mechanism of the Agricultural development bank of China are also proposed.Firstly, some concept and the features of operating mechanism of the Agricultural development bank of China are defined.Secondly, this paper looked back on the history of the Agricultural development bank of China,and the current major problems related to its operating mechanism are put forward--the ambiguousrelation between administration and enterprise, vague function orientation, lack of capital source, the narrow business scale, imperfect credit management mode, incomplete laws and regulations on it and so on;Lastly, in order to solve the existing problems lying in the operating mechanism of the Agricultural development bank of China, several feasible countermeasures and propositions are advanced. They are:To redefine the function and responsibilities of the Agricultural development bank of China to promote its sustainable development;To expand business scope to meet the demands and challenges of the circulating system reform and rural financial system reform;To enlarge the fund sources of the Agricultural development bank of China to build the multi-financing system so as to reduce its reliance on the re-loans from the Central bank of China;To establish the efficient credit risk prevention and management system to decrease the ratio of bad loans and improve the effect of capital employment;To formulate relevant financial laws and regulations to standardize the bank's behavior as well as strengthen the supervision from the Central bank of China. |
