Social labor relations may influence the relations between society,enterprises, families and people directly. The profound changes are taking placein the economic society now and these changes have not only brought vitality toour economic society, but also raised various contradictions and problems, ofwhich the rights protection problem for migrant rural workers is a new one.In recent years, the interest and right protection of migrant rural workershas received great attentions from the Party government and various circles ofsociety. How to coordinate the conflicts between labor and capital of migrantrural worker and promote the harmonious and healthy development is one of thevital problems which may influence the harmonious society construction. Usingthe collective consultation to resolve the dispute between the labour andmanagement, it has become one of the effective means to coordinate the laborrelations, in most countries all over the world, thus, it also fit the resolution of wage dispute between migrant rural workers and the employers. Known as theVegetable Town of China, The Experience Exchange Meeting for Migrant RuralWorkers Joining Unions Organized by National Union was held in Shouguang in2007. The establishing trade union by agricultural industry chain mode initiatedby Shouguang Union was popularized nationwide. How to carry out thecollective consultation and what mode should be adopted, which have becomethe focus attracting the migrant rural workers and worth a deep study.With the agricultural industry chain collective consultation as the topic, thedevelopment course of collective consultation nationwide and abroad and thelaw and policy basis were introduced, in which combination of theory andpractice, systems analysis methods and some other methods were used. Takingthe condition in Shandong as an example, the development of agriculturalindustry chain, the current condition of the peasants in the industry chain and theproblems existed were introduced, also five methods of establishing unions, fiveconsultation methods, six steps and sixteen regulated operations were putforward. Thorough the study of agricultural industry chain collectiveconsultation operating mode, the main problems existed in collectiveconsultation in Shouguang were found and countermeasures for developing andbettering the collective consultation system were put forward. The collectiveconsultation between workers and employers were expanded to the collective consultation between migrant rural workers and their employers in the paper, inwhich collective consultation system was introduce into the migrant ruralworkers field. These measures can not only coordinate the rights disputes labourand management, guide the migrant rural workers reflecting complainsrationally and legally, but also protect the legal rights of migrant rural workerseffectively, so that social equity and justice can be promoted. As a result, it isprospective to carry out industry chain collective consultation. |
