As a branch company of Petrochina, China Petroleum Pipeline Company undertakes all the pipeline operation business of petroleum and nature gas. From July of 2002, the Supervisory Control and Acquisition Data System (SCADA) was introduced into the operation and has shown great efficiency in the two branch lines .With the hardware upgrading of the pipelines, the application of SCADA in the whole lines must bring about a great deal of redundancy. So, the exploring of new organization structure under such a wide-ranged operation and management system becomes to be more important and useful.With the usage of information in modern business, traditional organization structures become more and more difficult to fit the developments and requirement of modern enterprises .The history of organization development is just a process of changing from stern , inorganic to flexible, organic. Through the analysis of former structures for modern business, the author make out a new organization structure which can be well used to informationed China Petroleum Pipeline Company.On the basis of outsourcing theory, the author not only designed a new structure for China Petroleum Pipeline Company, but also reorganized the business of thirteen branch companies and new independent companies would appear, which should undertake some former core-close activities or core distinct activities. The results must bring high efficiency and downsizing of management costs.This thesis takes both methods of theories research and application design, its results may be applicable by not only China Petroleum Pipeline Company, but also other big size companies or enterprise groups.
