Nowadays, there have established many latest and advanced scientific and technological parks to form a few special and typical districts in the certain space in a nation or a region .The parks lead and mark the new direction and trend the of the development of the economics and society. They can accelerate the country or the region's whole economic and social development to obtain the greater and better effect. History and experiences certify that the parks which succeeded all have followed a basic rule that the system and environment construction should be pay attention to, especially the establishment of the legal system.Hubei lies in a key position which links the East and the West. Just when our country are putting forward the central part rising strategy ,the construction of the legal system environment of our province' s scientific and technological parks should develop as soon as possible. Various items relating to the development and the construction of the parks need to be stipulated by the legislative body. Through the comparison research with the domestic and the foreign parks, we can get the necessary anwser to the questions which exist in the parks and we can provide datas which have great reference value and applied value for the development and construction of the scientific and technological parks of our province.At first, the significance of the establishment of the system of the parks in the introduction is analysed. Secondly, the industrial policy; collecting funds policy, talent policy, management policy of American, British, Japanese and Taiwan which was formulated and put into practice in the process of the construction of the parks are compared and analysed , then, some advanced programme which can be referented are summarized. Thirdly, The systems of the policy and law of ZhongGuanCun in Peking, Zhang Jiang in Shang Hai , Shen Zhen, Xi An which support the advanced industry to gain the system reason of the development of these parks are analysed and compared.
