With the increasingly important significance of "system innovation"in our reform and opening, the theory of system transfer is becoming the hot topic of academe. And that the system of freedom of governmental information has the core effect upon the transfer of government function: construction of democratic government, lawful government and liable government, it has exerted more important influence on perfection of market mechanism, development of socialism democracy and building of harmonious society of socialism. But there are some function needed to further understand and some functional mechanism needed to further discuss. This is the original intention of this thesis. Firstly, according to the introduction of several major category of the system of freedom of governmental information, the thesis interprets the basic meanings, approximate content and its contained basic spirit; according to the introduction of fundamental principle, accepted throughout world, of the system of freedom of governmental information, the thesis shows its significance on the safeguard of human rights; according to the analysis the internal connection between the freedom of information and lawful government, market economy, opening society, the thesis further demonstrates the necessary of the construction of the system of freedom of information. Secondly, based on the instrument of system supply and system demand of microeconomics, the thesis introduces the different points of information that bring into play in individual behaviors and government actions, and find out that the system supply and system demand have the same important significance in the transfer of the system of freedom of governmental information. And it is the keystone of the thesis that respectively point out the different factor that influences their selection of action. In the third part of this thesis, with the brief retrospection of historical transfer of corresponding system of Britain, American and Japan, the thesis makes out that the basic logic of the development of the system of freedom of information is market economy to lawful government to freedom of information. And the thesis points out that the market economy, lawful government and opening society is the powerful headspring, the developed system of freedom of information is the better symbol of harmonious society, activated market, lawful government, and is the efficient equipment of building of the harmonious society,perfection of market mechanism, control of governmental power. In the fourth part of this thesis, I will analyze the four points of the system of freedom of information occurred in our country, the first is that dominated by policy, the second is that emphasizes the necessary connection between the freedom of governmental information and globalization and information. The third is that on the construction of the system of freedom of information, center government and local government have different opinions on the "original intention of legislation"and the intended value. The fourth is that the construction of the system of freedom of governmental information in our country is based on the background of reform and opening, social transfer. In the final part, the thesis once more emphasizes the significance of the system of freedom of information upon the safeguard of human rights, reaffirms that sticking to the fundamental spirit of freedom of information, attaching importance to the protection of freedom of information are the only way of building and perfection of system of freedom of information.
