Study On The Freedom Of United Kingdom Government Information

Suffered the feudal autocratic rules under the "King dictatorship" thousands years ago, the government has been changed with a ideal of "sunshine nation" and now in popular sovereignty statement; Information development from "knotting chronicle" era to the "big data" era which under the information explosion, the process of democratization and informatization has speeded up increase. The democracy under informatization age or the information under the democratization age, which are all require the freedom of information in order to meet the times and maintain the interests of the people no matter the difference of regimes.UK is a nation with major economic and political power in the world as well as the member of the European Union and some world organizations. It has highly international status and influence around the world. However, the freedom of UK government information is come so late under several historical factors, the legislation has passed until 21st century. The time-consuming historical course of UK government information freedom is a certainly thought-provoking matter, the rapid development in the earlier 15 years of this century is also a worthy attention event. UK government information freedom is an important topic which has great value and necessary to research, including unique development history、the main measures、 achievements、characteristics and problems. The research has important reference and enlightenment on government information freedom of our country in the "cloud computing、"big data" and "web3.0" age.UK government information freedom is the key research object of this paper. On the basis of conception, theoretical foundation and the comparison of literatures at home and abroad, the author explains its stages of development, introduces institution measures and technical measures. Institution measures including legislations, policies, organizations and staff; technical measures are the new technologies now used. Then the author summarizes the features, problems and puts forward some enlightenments for our country at last.This paper is divided into six parts,the main content of each part is as follows:Chapter One is the introduction. On the basis of the research background and significance, this chapter mainly explains the related concepts, introduces the theories, the research situations at home and abroad, the purpose and research ideas and methods, and also innovative points.Chapter Two is the development evolution of UK government information freedom. The Chapter is divided into two parts:one is the background, another is the developmental stages, historical stage and current situation.Chapter Three is the main measures and achievements of UK government information freedom. This chapter from two aspects to analyze:institution measures and technical measures. Institution measures including legislations, such as Freedom of Information act 2000; policies, such as law enforcement policy and environmental information policy; organizations and staff, such as the office of public sector information and information commissioner. Technical measures including linked data, semantic web and so on.Chapter Four is the main features and the problems of UK government information freedom. Based on the research of the first two chapters content, the author points out that the legislations with the times and perfection features and so on; policies with diversity and continuity features and so on; Institutions are varied, the division of labour is clear-cut and technologies are very advanced and so on. Simultaneously, there is an analysis on some issues which are exist in the UK present government information freedom.For instance, the legislations are not too comprehensive enough to cover all the need and fees on discharges in excess of malpractice.Chapter Five is the enlightenments for the government information freedom of our country. The author analyzes the current situation and the problems of our government information freedom according to make comparison with UK government, and also points out some improvements and makes suggestions, such as how to improving information relief system and the informationalized level of Government.Chapter Six is the conclusion and prospect.
