Earthquake occurs frequently in our country, and the earthquake disasters have caused huge damage to our country and people every year. The earthquake relief activity is a valid way to lower the loss. In the earthquake relief activity, engineer act as an important part that can't be instead of. The research on how to command and apply the engineer force during the earthquake relief activity is becoming a practical and vital need that could improve the ability of engineer.Based on how to meet the requirement of the earthquake relief mission and combined with engineer's experiences from earthquake relief activity, by using scale-free network and business process redesign theory,this paper analyzed the characteristics of earthquake relief activity, relief missions and the constitute of the engineer relief strength, with literature, questionnaire, mathematical analysis and expert-interview method etc.Then consulting the organize structure of successful enterprise, this paper built up the organization structure of the engineer's relief strength. Aiming at the features of the earthquake relief activity, this paper put forward basic principles and requirements on organization and command of the engineer force. Emphatically, compared to the traditional model, this paper made research on the sector model of engineer's relief strength, and gave analysis of its function and benefits. Meanwhile, based on the sector model, this paper analyzed and optimized the essential process in engineer's organization and command of the earthquake relief activity. Finally, using case analysis method, this paper proved the importance and significance of applied research on organization and command of engineer in earthquake relief activity.
