In recent years, infringing consumers'rights has become an increasingly important issue. All kinds of food and drug safety events bring enormous damage to consumers' personal belongings, which causes the concept of corporate social responsibility raised in the 1920s is carried on the agenda of the whole society. Scholars make various definitions to corporate social responsibility from different angles, such as economics, ethics, management and law. The social responsibility to consumer in corporate social responsibility occupies core position in society. Shouldering the social responsibility to all related subjects of social, the enterprises have to take the interests of consumers as the starting point, because the realization of consumer's interest is the premise of enterprises' existence and development. Now, however, the social responsibility of the enterprise is still only stay on the theoretical level, only putting which into practice will have more practical meaning. It is important that Enterprises abide by themselves. But external constraints are also indispensable. External constrained ways are nothing more than two kinds:legal constraint and moral restraint. However, morality as a kind of flexible way in exterior restriction is difficult to play a role in the age of crazily chasing economic interest, the importance of law is highlighted. This paper attempts to research social responsibility to consumers from the point of law, definite and explain the connotation of corporate social responsibility in legal, perspective and establish an institutional framework to consumer social responsibility using the broad and profound legal theories.
