Cumulative evaluation refers that where imports of a product from more than one country are simultaneously subject to antidumping or countervailing investigations, the investigating authorities may cumulatively assess the effects of such imports only if they determine that a cumulative assessment of the effects of the imports is appropriate in light of the conditions of competition between the imported products and the conditions of competition between the imported products and the like domestic product. Cumulation was firstly provided in American law, and then it was ruled by WTO Antidumping Agreement and Agreement of Subsidies and Countervailing Measures and the laws of other countries. However, the provisions and operations of cumulation in different countries are always different.Cross cumulation is a special form of cumulation, it refers that the investigating authorities may cumulatively assess the effects of dumped products and subsidized products. Because there have no laws, rules, or agreements to provide the cross cumulation, the validity of cross cumulation is always be argued by jurisconsults.This article studies the cumulation in four sections. The first section introduces the survey of the cumulation, including the history, conception, proceeding and its effects to the international trade. The second section analyses the differences of the provisions and operations of cumulation between America and Europe Union. The third section discusses the cross cumulation and its validity. The last section analyses the provisions and operations of cumulation in our country, and also proposes some suggestions about our country's cumulation.
