Research On Construction Of Party Conduct And A Righteous And Justice Government In Rural Areas Of Heilongjiang Province

As a large province of agriculture, with the largest cultivated land area and its per capita share of cultivated land area ranking the first in the country, with a population of 17.629 million in rural areas, Heilongjiang province revitalize and rise from the key and difficult part of it, the rural areas. Without harmony and stability in the countryside, there will be no harmony and stability in the province. Since the 17th National Congress of the CPC, Heilongjiang province has gained obvious effectiveness in rural Construction of Party Conduct and Government of Righteousness and Justice. But as the development of the rural causes and constant adjustment of various interests relations, some of the rural party members and cadres have not adjusted their thinking and concept, moral standard and working style to the development of time, especially minority party members and cadres who are not clean, undemocratic, unfair, and do not do things according to the law. They have seriously damaged farmers' interests, harmed rural harmony, stability and economic development. So there is an urgent need of strengthening construction of rural party conduct and of a righteous and justice government.This article starts from the importance and main task of strengthening rural party conduct and of a righteous and justice government in the new era, stated that currently strengthening construction of rural party conduct and of a righteous and justice government is an inevitable need for the consolidation of ruling Foundation of our party. It is a strong protection to the construction of a new socialist countryside; it is a vital initiative for the construction of socialist harmonious society; and it is an important part of strengthening anti-corruption construction. So work must be done to firmly grasp the six main tasks including the supervise and check of the implementation of various policies and the deployment of decisions by the party in the countryside, strengthening working style construction of rural party members and cadres, earnestly solving problems that damage the prominent interests of farmers, further strengthening rural collective capital, assets, resource management, continually deepening rural grassroots democratic political construction, strictly investigating and prosecuting party members and cadres of rural grassroots who violate the discipline and the law and other tasks need to be done during the new period of the construction of rural party conduct and of a righteous and justice government.Focused on the reality that Heilongjiang has a large agricultural population and it is a large agricultural province, this paper analyzes the present situation of the construction of rural party conduct and of a righteous and justice government, and aiming at the problems, finds countermeasures. Currently, construction of rural party conduct and of a righteous and justice government in Heilongjiang province still has problems, like unregulated rural organization financial management, weakening system of construction of honest party clean government, easy ant frequent happening of agriculture-related duty crimes, large pressure in rural grass-roots petition work, and overweight of farmers'pressure rebound burdens and rural cadres'burdens. The main reasons that caused these problems are inadequate thinking and awareness, imperfect mechanism system, impure values of party members, and unsmooth complaint channel for farmers. The strengthening and improvement of construction of rural party conduct and of a righteous and justice government in Heilongjiang should start from five aspects. The five aspects are:regulating the rural organization financial management, strengthening the enforcement of construction of the party's work style, effectively solving agricultural duty-related crimes, making farmers'complaint channel smooth, and reducing rural cadres and farmers'burden. Some creative ideas like independent Commission against corruption GDP, independent Commission against corruption volunteers are put forward. These ideas are hoped to be transited by action into good solutions to solve the contradiction between the people and cadres, and get the people and cadres closer. Furthermore, maximum eliminate the disharmonious factors that affect agricultural development, rural stability, income increasing of farmers in Heilongjiang province, and maximize harmonious factors that could help the construction of Heilongjiang new socialist countryside. Then safeguard and promote the overall rural reform, development and stability, and ensure the realization of a good start of Twelfth Five-year plan in Heilongjiang province.
