Ruling means holding national regime. Ruling safety refers to the ruling party has no danger of losing its regime, and can effectively resist all sorts of ruling risks, The ruling system is operating robustly and virtuously and keeps pace with the times. The ruling safety of a ruling party includes two levels:"stability" and "development". Looking from the concept angle, a party's ruling safety is universal and objective,is whether the incumbent party to maintain the first condition which the ruling status and develops unceasingly.At present, the comprehensive national strength competition is largely determined by the competition of the ruling party's ruling ability and level. Since the end of 1980s, the most thought-provoking phenomenon in the world party politics is the once long-term and continuous big ruling parties have lost their ruling status one by one. In the new period, with the complex, changeable and unpredictable international situation, extensive and profound changes that have taken place in it; the emergence of many new situations and new features during the time of domestic reform and opening up, China has already been at the crucial period when the world relation patterns have greatly changed, the old systems and the new systems have made big conversion, and the thought trend of old society and new society has heavily crashed each other. New social problems and contradictions start to increase. Therefore, the Chinese Communist Party's ruling safety is confronted with many new problems and challenges.In light of the new international and domestic situation, how to deal with all sorts of difficulties, pressure and challenges, consolidate the Chinese communist party's ruling safety, maintain its social political stability and ensure the smooth undergoing of socialist modernization construction are related to whether China can go through various trials and maintain its ruling status in the complex environment both international and domestic.Currently, some factors affecting the China Communist Party's ruling security exist in three environments:international society, domestic society and inner-party. To carefully analysis analize and deeply research study many factors that influence the Chinese Communist Party's ruling safety under the circumstance of reform and opening up, seriously explore the law of the ruling party's construction, seek effective ways to solve problems, and make more practical and effective ways to maintain and strengthen the Party's ruling safety, to maintain the party's progressiveness so that it can keep eternal life and vitality and better play the role of core leadership under the condition of reform and opening up, indicate a new area of the Party's construction and research in the new era as well as an important aspect of the Party's construction. Meanwhile, they are crucial to maintain the state of continuously propelling the rapid development of national economy and social all-round progress.This paper is divided into five parts. The first part is the introduction, which introduces the purpose of the ruling security issues of the ruling party that act as an urgent and long-term historic subject. It also introduces the significance, status and methods of developing the China Communist Party's ruling safety research under the circumstance of reform and opening up, and also which are the important, difficult and innovative points of the paper.The summarizing process and basic connotation of China Communist Party's ruling safety concept are analyzed in the second part. The third part concludes and discusses the main content of ruling safety thought during each central collective leadership, and attempts to summarize some rules used to safeguard its ruling safety by the Party. As the main part of this paper, the fourth part analyzes and discusses the challenges that the China Communist Party faces in the course of maintaining its ruling safety from three aspects:international society, domestic society and inner-party. The fifth part is the key part of this paper, in which the specific measures and countermeasures to strengthen the China Communist Party's ruling safety construction are mainly analyzed in from six aspects.Through the research, this paper gives a systematic carding of challenges that the Chinese Communist Party faces in the course of maintaining its ruling safety under the environment of reform and opening up. By studying the international, domestic and inner-party factors, the paper initially and systematically proposes strategic measures to consolidate the Chinese Communist Party's ruling safety under the circumstance of reform and opening up.
