On the other hand, with the absence of NRS, a large number of individual privacy on the Internet is also spread maliciously. Therefore the establishment of a sound system for the regulation of network name network to reduce privacy violation on internet is necessary. From the perspective of legal norms, legal norms contained three most important factors are "subject", "behavior" and "liability". And NRS aims to link the subject of network to the subject in the physical world by which the illegal behavior on internet can be restricted by the law.The current priority is to establish a comprehensive network real-name system, a sound legal system and supporting system, including the provisions of NRS basic principles, main legal rights and obligations, the operational rights and obligations of the administrative regulations and detailed rules of operation of the local regulations. Support system should include personal information protection system, network identity management system and NRS dispute resolution system.
