Non-governmental organizations is started from early 19th century. As a professional jargon, non-governmental organizations was first used by the United Nations in 1946. Before 1874, there were about 32 international non-governmental organizations in the world. Swiss Moravian Mission was the first international non-governmental organization with a certain religious nature, it was established in 1734. After world war ii, non-governmental organizations had very big number increased, at the end of the 1970s, it was about 3000. After the cold war, the development of globalization trend is very prosperity, in this case, the non-governmental organizations have a more rapid development. Acording to the union of associations'report 2004-2005, there were 58859 international organizations in the world, and there were 51509 non-governmental organizations, they are all different, very complex, have very broad active range.Social asssistant is developing for against poverty, and international non-governmental organizations also take public welfare to dis-cuss, both theoratically and practically, international non-governmental organizations and social assistance have excellent combinational points. Poverty is a global phenomenon nomatter what extent the society will be developed , the relative poverty will always exist. Because of the differences of politics, economy, culture, the environment and conditions, the differences of the human individuals, poverty is the inevitable result, social assistance is also bound to exist. Social assistance will be continuously enriched and strengthened as a historical and social change concept. At the begainning, social assistance was a relief idea with great blessings and punishment. With the development of society and civilization, the traditional concept of poverty relief has changed. It has no relation to the poor man himself, but it was more related to government's responsibility and obligation, more and more attention was paid to the social factors, and began to adopt a scientific, reasonable assistance measures to help the socially disadvantaged to get rid of the crisis of survival. The nature of Non-governmental organizations is the same as social assistance. social assistance is developed with church and its benevolences, for non-governmental organizations and social assistance, they are linked with the holy. National government is the first actor of Social assistance for the subject, but with the time's development, the government helps showing an increasing number of defects and deficiencies, non-governmental organizations with its powerful and effective showing up in the world, Many non-governmental organizations are already beginning to explore assistance against poverty and promot social progress, non-governmental organizations as an important actor in social assistance, it can not be replaced.International Heifer Organization is one of the INGOs come into China early, its development in the standpoint of scale and quality has been quite ripe. It does quite a large contribution to China's social assistance. This is why I take International Heifer Organization as a case for my theme. With the understanding of International heifer organization, we can clearly know the development process of international non-governmental organizations in China and their various influences on China's society. For the better use of international non-governmental organizations, fulfilling its functions and providing valuable reference, also helping for international non-governmental organizations in other countries and regions in the field of social development. With the deeping of economic reform and development, the wealthy gap has widened, the number of social disadvantaged groups is expanded, which possesses a lot of problems need to be solved, espects the social stability and development, may even extend to every public domain. NGO as a new force in our country has a huge potential of development, with all kinds of advantage, we must to help them for social services, this is the target for non-governmental organization itself. China still has millions of vulnerable people, highlighting poverty issues and the defects of government social assistance behaviors, we should help to improve the government ability, find new resouses to improve social assistance. Therefore, the non-governmental organization need support from the government and society, improving our social assistance system is an inevitable choice.
