Research On The Emergency Management Capacity Of Local Government

Grassroots government, at the bottom of administrative agencies in our country, has relatively few Disposable resources, and because of the closest to the masses, whose decisions and actions influence the grass-roots more directly, their management ability is the most important. With the constant deepening of China's transition, social contradictions and issues are becoming increasingly apparent. Social conflicts and problems often occur at the grassroots level. If not handled properly they can easily lead to sudden public events. The masses are often the victims of emergencies. If they want to protect their rights without prejudice in the case of complex internal and external environment, it requires the Government to increase public events on the sudden emergency management capabilities to more effectively save the masses and loss of life. Therefore, this paper selects the grassroots government to sudden public events emergency management ability the research topic. The main content includes four parts:The first part is basic theory which summarizes and describes the concept involved in this paper.The second part analyzes the local government emergency management capabilities of Henan Province were from the perspective of positivism, and summarized the progress and problems.The third part summed up the experience and lessons through the analysis of the representative events in other regions.The fourth part puts forward some suggestions on the problem existing in the grassroots government emergency management ability to sudden public events.
