| In the early period of PRC, the dual structure of urban and rural economy was conducted on the purpose to develop heavy industry. Urban and rural areas were separately governed. And then, the dual structure formed a unique social security system representing the differences between urban and rural areas. It is considered as one critical factor which causes social security issues on migrant worker.Since the Great Open and Reform, there have been significant changes to economy and society. Overflow of migrant laborers emerged in that abundant surplus rural labor flew into cities searching for working opportunities. As new-emerging force, the overflow of migrant laborers promoted industrialization, and urbanization in China. Because of the limitation of household registration system in dual structure, migrant workers are margined and cannot enjoy same social security as urban workers. For a long period of time, they are excluded from the urban workers'social security system. Migrant workers are somehow unfairly treated in working opportunities, salary, daily security, and other aspects. Currently, migrant workers' social security issues have been more and more emphasized by the government and the public. Solving the social security issues comply with people's requirements and expectations on fair rights, not only representing legal fair microscopically 1 but also illustrating social fair macroscopically. Meanwhile, discovering an appropriate social security system, which is suitable for china's actual conditions, is essential to connect urban with rural areas and transit to unitary structure. And then, it is essential in promoting urbanization, socialist modernization, and even the establishment of the harmonious society.The dissertation is broken down into six parts. It is started from establishing social security system for migrant workers on the background of the dual structure of urban and rural economy. Methodologically, this dissertation focuses on the integration of theories and practices. It analyzes issues on social security system for migrant workers through qualitative methods affiliated with figure and table demonstration. There are two points of innovation in this dissertation. Firstly, the dual structure of urban and rural economy and issues on social security system for migrant workers are dynamically integrated for systematical discussion. The dual structure is the root for the issues on social security system for migrant workers and also the general background of solving such problems. Secondly, it emphasizes discovering a unique social security system suited for our own national conditions. The pattern of social security can be viewed as a transitional policy that finally will be completely integrated into social security system. Afterwards, it aims to achieve the unity of the dual structure of urban and rural social security.Part 1, introduction, it mainly focuses on the background and values of establishing social security system for migrant workers. And it summarizes relevant research findings of domestic scholars.Part 2, this segment introduces relevant theories social security of migrant workers on the background of the dual structure of urban and rural areas.Part 3, it discusses the present situations of social security on the background of the dual structure, in accordance with work injury, medical treatment, retirement pension, unemployment security, education for children, and working conditions. It reflects the necessity of establishing social security system for migrant workers.Part 4, it analyzes the reasons for causing social security issues of migrant workers. Objective reasons involve historical, legal, and capital factors. Subjective reasons involve the personal characteristics of migrant workers themselves and the game factors between migrant workers, employers, and the government. It will be analyzed via the model of game of complete but imperfect information.Part 5, it gives suggestions and principles on establishing social security system for migrant workers based on previous analysis. They consist two segments. The first one is to propose a conception to social security system linking urban and rural areas from the aspects of social security, social assistance, and social welfare. The second one is to figure out further services and policies affiliating the establishment of the system, such as improvement of legal environment, broaden channels for funding, transition of traditional concepts, establishment of migrant workers union, and the patter of "public work".Part 6, conclusion, it sums up on the advantages and disadvantages of previous discussion on establishing social security system for migrant workers on the background of the dual structure. It emphasizes the important role and function of solve migrant workers'social security issues to urbanization, society diapason and stability in our country. Finally, it gives questions and suggestions for further research. |
