| Publicity is an important feature of the government, but in the history of the development of traditional public administration, government publicity has been ignored and neglected. It is great significance to better reflect the government service functions and achieve the public interest which to explore the source and value of government publicity, to analysis its problems, and to propose appropriate strategies and paths. Theory of popular sovereignty is fundamental and theoretical roots of government publicity, the tax paid on the people provide realistic basis for government publicity, and citizen's taxes provide material security for government activities and performing functions. Government publicity has important value which is the basis for government legitimacy, government ethics and government instrumentality. However, in the achieving process, the government also faces problems which including conceptual bias and practical objective factors which are difficult to overcome. These problems include "public personrole" challenged, deviation of the efficiency, the impacting of expansion of self-serving, difficult to define the limits of the publicity. In order to achieve government publicity, Firstly, we need achieve openness which including government posts, government information, public officials and property incomes. This openness ensures fairness and social justice, ensures citizens enjoy full rights to know information, achieve equality and independence of the game with government. Secondly, public officials have a noble faith and conviction through the public spirit of the cultivation and nurture. Public spirit includes spirit of service, the contract, fairness and justice, law, democracy. Thirdly, achieving government publicity can be through active dialogue, discard the monologue-style's government—public relation, and achieves smooth interoperability channels, public opinions is formed by rational communication, argument and compromise. Fourthly, government publicity achieves through multiple supply of public goods. It is through the introduction of market mechanisms and non-profit organizations to provide and produce public goods, take their advantages and compensate for weaknesses, achieve effective supply of public goods and meet the diverse needs of the public. |
