Village rules as an endogenous mechanism for rural self-government have increasingly. However, comparatively speaking, the study on the minority people village rules has not yet attracted sufficient attention. The Longji village has a long tradition of autonomy, its history, has developed a complete village rules for the local maintenance of order has played an important role. After the founding of New China, due to political factors, village rules once expired. But in the twentieth century 80's, Longji village has developed different types of village rules. By the comparing analysis, we can find that the contemporary China village rules about the contents, implementations, the role of Zhailao have a similarity with the traditional village rules, while there are significant differences on the degree of intervention of the country, the contents, devising ways. The main reason for the difference is due to the discrepancy on the level of control of the state to the local. Similarly, we can see that village rules which play a significant role in the rural integration is one important mechanism in rural integration. From the example of Longji, we can see that village rules is not a separate role to play, other factors such as Zhailao with village rules constitute a "cultural nexus of power" .The constituted law and the civil law have realized the co-existence and interaction.
