| In recent years, the Communist Youth League has achieved remarkable development, making a positive contribution to the country's economic development and social progress. With the economic and social development, socio-economic composition, organizational forms, distribution of benefits and employment patterns have become more diversified. College students'awareness of personality is also increasing. Their Outlook on life and values become more diversified. Coupled with the impact of network information and the impact of higher education reform, the Communist Youth League of colleges and universities reveals some problems. Such as, some Communist Youth League organizations are not very clear about their responsibilities. Activities have little effect. The influence of Communist Youth league organizations are weakened. Members'sense of identity is not strong and other issues. In the new situation, the Communist Youth League of colleges and universities are facing many new problems and challenges.In the author's point of view, the reason for these problems and challenges, in large part are due to the changes of the situation faced by the Communist Youth League organizations, the transformation of their responsibilities and missions, and the new features of the object of the work. However, Working mechanism for the Communist Youth League of colleges and universities have not yet fully adapted to the new situation, new developments, and new requirements. Therefore, in order to achieve the full realization of the two basic functions of Communist Youth League organizations-- ideological guidance and services to young college students to grow up and succeed, how to further optimize and innovate the working mechanism for the Communist Youth League, becomes an urgent practical problem.Much research has been done on the work of the Communist Youth League of colleges and universities, but they are in general from the point of the actual work. Less research has been conducted from the perspective of organization theory. Overall, the current research on the work of the Communist Youth League, in the theoretical basis, is relatively inadequate. This paper attempts to explore the new and innovative working mechanism for the Communist Youth League, from the perspective of organizational design theory, combined with the current situation and problems faced by the Communist Youth League.In this paper, the so-called Communist Youth League working mechanism in colleges and universities, is a combination of a series of working styles and modes. It is proved to be systematic and efficient in practice under the commanding of CCP, with cultivating talent as its basic task. Its extension should be consisting of mechanism of leadership, organization, administration, safeguarding, service, supervision, assessment and stimulation. We should attach importance on research on Communist Youth League working mechanism, so as to find a scientific and innovative way of working mechanism, to fully implement the sacred function of Communist Youth League endowed by CCP.Innovating Communist Youth League working mechanism in colleges and universities, we should start from the historical mission and functions of the Communist Youth League in colleges and universities, analyzing and grasping the new situations and changes of the Youth League Organization. According to the basic theory and principles of organizational design, we should find out the breakthrough by optimizing the organizational structure and process design. To form a standardized and orderly, optimum working mechanism, we should fundamentally rationalize the relationships between its various mechanisms, such as the leadership mechanism, organizational security mechanism, the management mechanism, the service mechanism and the evaluated incentive mechanism, so that the Communist Youth League working mechanism in colleges and universities can fully perform its functions and meet the demands of increasing development. |
