Strengthen ecological construction and maintain ecological safety are the common themes of humanity in twenty-first century, but also an important basis for china's economic and social sustainable development. Forest right system reform is an important part of rural reform, forest Right Mortgage as an important means of financing will support the development of forest.Forest ownership mortgage is the transfer of forest ownership is not the owner of the right to possession of forest, the forest rights as a debt security, forest owner is not due to fulfill all obligations, the mortgagee legally procedure en in practice across the country gradually unfolded. In this paper, beginning from forest rights concept, in defining the forest right mortgage loans and forest rights, forest ownership mortgage and property rights, forest ownership mortgage and transfer of forest rights, forest rights and sustainable development in the relationship. Based on'Property Law','Guarantee Law','Land Contract Law'and other mortgage-related and forest rights law. The plight of forest right mortgage ,such as: the costs is high,short-term financial products, low mortgage rate and the restrict of the mortgage property. Analyze the reasons for its existence, giving some advice to improve forest right system, such as: improving forest insurance,forest resources asset evaluation,forest right circulation,the woodland use right law and procedure.
