An Analysis Of Major Problems And Countermeasures In The Chinese Defence Officers Training Policy Implementation

Since the late 1960s, in order to meet the needs of future information war, the world major powers have made the full use of their national higher education resources to train high quality and versatile military talents, which has become a trend in training military officers. In China, due to the slow development of higher education and the limit mechanism of officers training there was almost no reserve officers training system. With the rapid development of science and technology, and strong promotion of Chinese new military reform, especially the aftereffects of the Gulf War, it's not enough to simply rely on military academies to train military talents to meet the needs of high-tech wars. A solution to this problem was badly needed, so under this circumstance, the measure to depend on civilian universities to train chinese defense military officers came into being.The paper is divided into five parts: part one has mainly introduced the concept and characteristics of chinese defense officers and some related policies. It has also expounded the origin of the concept and the differences between chinese defense officers and the civilian university students. And then through the introduction of the related policies and laws concerning chinese defense officer training, some preliminary views on the policy of chinese defense officer training are formed.Part two has mainly introduced the theoretical and practical basis of chinese defense officer training policy. Through studying the theories of the Three-generation leadership of CPC, it is thought that Marx's people's war theory, Mao Zedong's the whole nation defense view; Mr. Deng Xiaoping and Jiang Zemin's theory of developing military talents of high quality have provided theoretical resources for chinese defense officers training and developing. Thus, a basic framework of chinese defense officer developing has been founded. By analysis of present world military situation and national condition of China, it's necessary for China to carry out the policy to rely on civilian universities to train chinese defense officers.Part three talks about the three implementation stages and the present condition of chinese defense officer policy and some key problems and questions are analyzed. From 1998 to now, the implementation plan of chinese defense officer training can be divided into 3 stages: experimentation stage, systematic implementation stage and autonomous study and practice stage. The characteristics of each stage have been expounded. And then, a summary is given on the basis of some documents and the information data collected. By studying and analysis, the anticipated results have been achieved even though there are still some problems to be solved. Such as policy and law, military and civilian cooperation, supervision and assessment and these problems have also been analyzed.Part four involves the officer policy implementation and suggestions of chinese defense officer training strategy that American and Russian experiences should be used. Of course, we should take our own advantages. By finding and solving problems in the process, a solid foundation and a stable promotion have been realized.Part five is the summary on the views involved in this paper. The training of chinese defense officer is a must in terms of international military development and China's current conditions. It's an effective way to rely on civilian universities to train officers. Although there are still some problems, they can be solved gradually in the process of improvement and reform. The goal that a troop of high quality talents who are sure to win future information war will surely be achieved.
