In recent years, public emergencies growing fast, includes natural disaster, accident, materially epidemic, terrorism, war, and so on. These disasters cause a serious threat to the security of people's lives and property. To largestly reduce the losses caused by these catastrophic events, we need to master the state of events and the situation, also the situation of events, in order to provide strong supports in the rapid response and comprehensive coordinationand for early warning of events, response, recovery after the event and other aspects.The information of situation not only include the time, place, extent, changing trends with times and trajectories, but also the surround geographical environment, human environment, the distribution of various response forces, devices and resources, and the deployment of forces, capabilities of equipments, courses of action in the response scheme.With the system of display situation information based on GIS, we can locate the enviroment, analyze the trends and effect area of the accident, develop a reasonable response program, improving the scientific and practical of the dispatching. Also we can visually demonstrate the program, improve the usefulness of the program.Some disasters like earthquake, typhoon, epidemic and war, have largely affecting area, even affecting the whole world and causing huge losses. So the related departments of the state would observe, early warning and response of the incident, through the land, ocean, sky and space, the scope of activities have been related to land, sea, air, space and a full range of scenarios. Therefore, the display of situation needs to follow with times. It will become spatially, multi-dimensions and digitalisation, and be able to synthesized display the situation of overland, ocean, sky and space.This paper analyzed and compared the research situation between home and abroad. It summarized the research purpose and introduced the target and the main method for the display of integrative situation. Then, this paper raised the way of integrating 2D electronic-map with 3D Virtual scene. Based on that, it designed and completed the system. We decided that for the 2D electronic-map, we development it independently, and for the 3D Virtual scene, we make use of STK for the subsequent development. What's more, this paper plan and standard the capability and requirement for the system. And it designed the main arithmetic, system structure and data structure. Specially, this paper had the innovation ability of integrate and apply the function of STK.Finally, this paper analyzes and programs the technical methods of display integrative situation, and then prospect the foreground of display of the integrative situation.
