Social security management system is a subject that has significant theoretical value. In the process of national development, conditions are such that the historical period of social transformation has witnessed unemployment, polarization, pension insurance, occupational accidents and so on which has make it impossible for us not to pay a very heavy price. Changes in the political sphere and innovations in the economic field would affect the development of national social security system to a large extent. In the light of this statement, social security, the institutional system, is closely linked with the lifeline of a country's development.The viewpoint of this paper is that social security system not only is the economic and social product of the industrialization, but also has its profound political values and principles, e.g. the elimination of poverty, the protection of civil rights, the reduction of social inequality and the promotion of social welfare. Social justice is one of the most important values that determines social security systems and should be a final pursuit of its performing. A management system should be designed to meet the changing demand of the situation of our country, especially the demand of transitional period, which guarantees the smooth running of China's social security system. The rationality of social security management system determines its efficiency and the fairness of the whole society. Therefore, the contents and features of social security management should be explained first and it contains institutional setting, function definition, power distribution and management, its ability to meet the interests of the various needs of social security, orderly development of social security management system and the implementation of rule of law. Then by tracing the history of China's social security management system, I have divided it into five stages and by describing and analyzing each of, I have concluded that the original social security management system is a multi-sector, cross-charge, fragmentation and corporate self-management of the decentralized management system, with such weaknesses as institutional overlap, regardlessness of political affairs, inefficiency, serious personal nature and its mal-function . and so the implementation mechanism, analysis of these phenomena and the causes, of Social Security Management System of should be with the development of society, the strengthening of comprehensive national strength continuously adjusted and improved, the western sound market economy system determines the Government's main function is to develop social protection framework and operating system of rules, the major commitment to social security legislation and through legal channels adjustments, and even the way directly through the jurisprudence of the Court to amend the social security responsibilities and obligations of the parties involved. Usually a government does not intervene in the specific matters of social security of enterprises and individuals, and the continuous reform and improvement of its management system definitely reflects the combination of rationality and innovation, which should be used as a source of reference to improve the social security management system of China. The authors put forward the principle of social security management system innovation, such as the unified leadership, decentralized administration of government and enterprises, separation of enterprises, complete construction of the legal system, summing up China's previous mode of social security management system , the selection of innovative management system of social security and the design of the social security management system of innovation, in order to achieve a rapid development of social security system in China , better respond to the CPC Central Committee,'people's livelihood'of the call, and to maintain national stability and social equity.
