It suggests to make the present sports lottery Issue Center become a branch company of the National sports lottery Company and wholly responsible for the issue of Toto, establish National sports lottery Management Department to supervise the issue of the sports lottery the use and management of commonweal fund, and define the powers and responsibilities of each department by the means of lawmaking to protect the legal rights and interests of lottery buyers.
