The Study On Agricultural Extension System's At Grass-roots Level Establishment

Since the founded of People Republic of China, the agricultural technology extension system developed rapidly, which greatly enhance the rural economy in China. However, there is much shortcoming that blocks the further development of agricultural technology extension. Therefore, ways must be found to profoundly reform the old system and construct a new one which adapt the agricultural development trend nowadays.Base on the research status of agricultural technology extension in China and abroad, with quantitative and qualitative analysis, case study and integrated study, this paper investigated the development process, functions and defections of the extension system. Taking Binzhou city, Shandong providence, as a case, the target, blueprint and methods of the construction of new system was improved. The result is:1. High-efficiency extension system should be constructed. Farmers should be in the center of the system. This can be achieved by altering the mode of "from bureaucracy to farmers" to "farmers in the core". Services should be offered in all the agricultural production process.2. Government should ensure the enough fund to input the system so that the extension system staff can devote all their effort to the work..3. Following the self-support and self-development principle, some enterprises could be built up that provide services to farmers. Taking the advantages, the system should extend the service areas that not only offering pre-production and ongoing-production but also after-production services. On the other hand, agricultural technology corporations should be built up and converse the hi-technology to the field use. In this ways, the systems could achieve the circulation "services -benefit - better services".4. Introducing scientific management, wit the administrative, economical and legal measure to construct a more efficiency and beneficial system.5. Strengthen the reform of the fundamental of the system. Divide the system into 2 branches: commonweal branch and commerce branch.6. Consolidate the organization of the agricultural technology extension system. Establish regional agricultural technology stations.7. To strongly support the agricultural and rural economy development, lots measures should be done, such as to develop organizations which provide multiplex services, to update the management and working method, and to combine state-running with private enterprise, and free services with charge services.
