Research On The Construction Of Basic Level Agricultural Technology Extension System In Ningxia

This research explore the strategies of the basic level agricultural technology extension system construction in Ningxia, through the methods of case study, questionnaire survey, forum and interview, quantitative and qualitative analysis. The results are below:1. Ningxia has formed a extension web based on the nation's agricultural technology extension organization. However, the problems at present are severe : the management and working systems doesn't adapt the new situation; technology services are not suitable; the extension staff are not qualify; consultation services are outdated; welfare of extension staff are not guarantee etc. Otherwise, Ningxia still faces the challenge of industrial structure regulation, developing of science and technology; increasing needs of the farmers. Therefore, Ningxia should hold firmly on reformation to establish the new systems of agricultural technology extension to meet the market economic system and the needs of the farmers.2. The overall thoughts of the construction of basic level agricultural technology extension system in Ningxia are: advancing the reform of the organizations; establishing new types of agricultural technology extension service systems including pluralistic extension, developing various service forms and running system socially according to the principle of separating function of public-welfare from that of management. The basic objective is: "two-stability, two-free, two-improvement". That is to stabilize the public-welfare extension organizations and the team of agricultural technology body-stuffs, to relax government control on management service and technicians, to improve the quality of agricultural technicians and service level of agricultural technology. The basic principle is: first, establishing the thoughts of taking farmers as the main part concept; secondly, persisting in using function-orientation as a starting point and scientifically adjusting the functions of management and public-welfare; third, insisting on taking the nation's agricultural technology extension organization as principal part and the variety ways' walking; fourth, persisting in using scientifically development ideas to guide the reform and construction of agricultural technology extension system. The main tasks are: first, setting up keen-witted, high-efficient nation's public-welfare agro-technology extension system; second, encouraging and strengthening the development of management service organizations.3. Several methods of Ningxia basic level agricultural technology extension under the new situation are evaluated: (1) establishing agricultural science and technology zone; (2) making specially-designed technicians start undertakings; (3) encouraging the development of the rural professional cooperation; (4) supporting the agricultural technology extension organizations to set up the economic enterprises; (5) encouraging the agricultural science and technology enterprises to participate in the work of agricultural technology extension; (6) probing into the new ways to agricultural technology extension service by the aid of the advantage of mass media.4.
