With the development of modern information network technique, international trade has entered into an information age. Electronic Commerce has become the main means of international trade and the first growth point of economy. Small and medium-sized enterprises (SME), no matter in developed countries or developing countries, all play an extremely important role in their own economic activities. Their position is important, not because they have advantage that can't be surmounted on the number of the enterprises, but because they have offered over half of the employment opportunities, and have created quite a few of national wealth. With the reform of the foreign trade system of China, more and more SMEs have the right to import and export on their own account. As the development of e-commerce is irresistible, SMEs, which are regarded as a main earner of foreign exchange and as the most vigorous and potential part of national economy, should throw them into e-commerce constructing actively.As now, the development of e-commerce has brought a heavy pressure to the SMEs of Liaoning province, in order to avoid being kept out of world market, the small and medium-sized enterprises of Liaoning province must accelerate their process of e-commerce constructing. This paper refers to a lot of literature about e-commerce development of foreign and domestic SMEs, analyzes the urgency and importance of Liaoning province SMEs' application of e-commerce, at the same time, studies the actual situations of the development of e-commerce of Liaoning province SMEs, from the studies we find that during the course of developing e-commerce, Liaoning province SMEs meet lots of problems, such as lack of e-commerce consciousness and persons with ability, difficulty of website construction, low management level, etc., then on the basis of the analysis above, the author gives some e-commerce development strategies that are suitable to the small and medium-sized enterprises of Liaoning province, here two strategies are emphasized, namely the strategies of e-commerce mode selection and the strategies of talents selection, there into, the strategies of e-commerce modeselection are divided as third-party-platform strategy, ASP strategy and collaborative e-commerce strategy. In the end, with the reference of the strategies that foreign government has adopted to support the development of the e-commerce of their SMEs, the author puts forward some government support strategies for the development of SMEs in Liaoning province.
