On The Restructure Of The Administration System Of The Come-and-go To HK And Macao In Our Country

The Interim Procedures for Chinese Citizens' Come-and-go to Hong Kong and Macao on Personal Affairs (in brief as The Interim Procedures), which is authorized by the State Council and implemented by the Ministry of Public Security in December, 1986, is an important administrative regulation that represents and materializes the administration system of the come-and-go to Hong Kong and Macao in our country. To some extend, the exit-entry administration system in our mainland and Hong Kong and Macao Special Administrative Region possess relatively high value of scientific research in the enrichment and improvement of the theory of the world immigration administration which research is weak. The successful practice of "one country, two systems" has bought the exit-entry administration of come-and-go to Hong Kong and Macao to a brand new area. Facing more and more new conditions and problems, The Interim Procedures can't meet the demand of the new situation and needs to be modified and reconstructed. The author tries to link the theory with the practice of his own work in public security department, on the basis of retrospect and summarizing the history of the review and approving work in the administration of the come-and-go to Hong Kong and Macao, and also analyzing and comparison the similarities and differences of the exit-entry administration between mainland and Hong Kong and Macao, anatomizing the limitations and the contradiction that the system has faced, brings about the reconstructed theory and principle, makes the renovation under the principle of people oriented and ruling by law to ensure more effective implement of the concept of "one country, two systems" in the exit-entry area.
