The paper combs the representative theories and views about transfer of rural surplus labors native and abroad; describes each stage that the transfer of rural surplus labor of our country goes through in terms of history. Take DaLi Zhang country WenShang county ShanDong province for example, the paper still discusses the worker's individual characteristic and employment situation from current situation of the transfer of rural surplus labor angle; and analyzes the profound reasons why the urbanization process is still slow with theory of " the two stages of motivation" in the situation that a large number of surplus rural labor forces pouring into the city. Deviate from Lewis' "rural surplus labor can provide unlimitedly" theory, the paper analyses and explains the opposite "short of labor force" phenomenon. The paper attempts to find the reasons that causes the rural labor of the present stage to be excessive, by anaylsing the city development system the increasement of population the uasge of energy sources and the development of technology, from both current and historical angles. The author proceeds from surplus rural labor force angle, analyses the motive factors with the view of economics that motivates the transfer. And the author probes into all sorts of obstacles that may meet in the transfer process, the discrimination especially, formed by a series of cities system such as household register, etc. The article also probes into various kinds of effects brought to the social development by the transfer of rural surplus labor, and analyses that the migration of rural labor force did not and will not deprive the working chances of the city dwellers. The paper proposes some suggestions of the relevant public policies reform according to the social economic state of development of the present stage finally.
