The functions of theories of international relations mainly are: first, to come up with reasonable interpretation of those international relation issues that happened; second, to provide instructive advices to the ongoing diplomatic practices in the international relations; third, to anticipate the international affairs and the developing trend of international order which are about to happen. Today, in the globalizing world, with the unprecedented interdependence between states in the international society, the international relations are becoming increasingly complicated which are challenging the development of the theories of international relations. The introduction of this thesis discusses the existence of the issue of inter-state trust and the role of that in explaining the practices in international relations through three international relations cases. The inevitably objective facts that the inter-state trust in term of the theories and the practices of international relations has stressed the absence study on it. This thesis aims to make helpful exploration of the development of the theories of international relations and the diplomatic practices by discussing the concept of the inter-state trust and its relations with the prevailing theories of international relations. In introduction, it also addresses the target issues of this article and defines two analysis conditions. First, the time is after the birth of national countries with the modern democratic system and the form of modern states system. Second, the specific concept that the "inter-state" is inter-government or inter-people is not distinguished. The rhetoric of "inter-state" is mainly to specify the study field and gradations, particularly, the study gradations, namely, the nation and system levels in a certain unitary gradation. But the system process gradation and system structure gradation are not demarcated.There are two clues of this paper: 1, beginning with the study on trust in broad sense, to discuss on whether the study on broad-sense trust can extend into the field and gradation of international relations study horizontally and vertically; 2, beginning with prevailing theories of international relations, to discuss on the compatibility of the prevailing theories of international relations and the concept of inter-state trust. Due to lack of study on trust in the theories of international relations, this paper begins with the study on trust in broad sense, trying to discuss on the probability of transforming achievements on broad-sense trust to achievements of the study on inter-state trust in international relations.The first chapter is to sort out the general study on trust in broad sense. The finding is that trust is tolerant horizontally, namely in the sense of study field extension. Study on trust is a major field in many subjects, however, it never extend into international relations. Generally speaking, there are two reasons as followed: 1, the incommensurability between paradigm confines the communication between different study objects. 2, the restriction of study gradation, study on broad-sense trust is processing in unitary gradation, in which the study on national gradation is also not mentioned, therefore the difference of study gradation prevents study on broad-sense trust from extending into international relations field, moreover the horizontal development is mainly restricted by the vertical obstacles.The second chapter is to study on the possibility of the study on broad-sense trust breaking through original level, and to come up with the concept of inter-state trust which is based on the achievements of study on broad-sense trust through the pertinence between study on broad-sense trust and study on international relations. In this chapter, the methodology of gradation analysis is gristly reviewed and concluded, based on which the achievements of the study on broad-sense trust are reviewed.
