In the system frame of the traditional agricultural society,land is not only the economic resources,but also is the object of the political activities.The nantion provides the basis for the legal status of the land ownership and the way of managing or running land through the political power. There is a internal tensin between the agrarian managing power and the political power. The change of the agrarian managing power which represents the will of the state in land, is the carving up of the social interests by force, which is connected with fuctuation of political power in traditional society. Primitive right to land is separated into land ownership and usufruct in the creating process of taxes, which is one of the most important taches in the engendering of national public power. In the changing of land relation, and in the perfecting of tax system, the national political power began to systematize and mature gradually in Xia Shang and West Chou society. After Qin Dynasty,land as private property was recognized by law, and at the same time,land annexment became to be the most question which relation to the political stabilization. No matter what land policies were made or executed by the government of past dynasties, and no matter what the policies to control land annexment or not, the policies can not settle the land question to make the society into order. In a word, in the changing of land system, political power is changing at the same time in the traditional society in China.
