Entering into WTO brings the opportunities as well as challenges to Chinese banking industry. Nowadays, foreign financial institutions have set foot in the foreign currency business in China on all-round aspects. In 2006, the local business in Qingdao and some other cities will be opened to all foreign banks thoroughly. How to develop steadily and efficiently for City commercial bank, which is the new member of Chinese banking industry, is an important and urgent subject .City commercial bank has to be faced with the different enviroment according to foreign financial institution' s entering,it has to find some way to solve its problem :first, comparing with the state-owned commercial bank, the status and position of city commercial bank determines that in the process of dissolving non-performing loan, it is hard for city commercial bank to obtain the special national financial support and policy inclination;secondly, Comparing with the new arising joint-stock bank , city commercial bank originates from the city credit cooperation,so its property quality is worse and has more problem. The business of city commercial bank has to face with strict restrictions, so its property scale is smaller, anti-risk ability is weaker, and suffers a lot in the business development accordingly.The advantadges of city commercial bank have been confirmed in this text. According to modern market therioies, serving for current region, serving for small and middle business enterprises, serving for citizens, activating the local economy is a key strategy for city commercial bank . For citi commercial bank , how to be faced with the situation of strong challenges of Chinese and foreign banks, such as "serving for the citizen" , strengthing the capital, override marketing, searching for new managing concent , etc, some practical strategy have been suggested in this text.
