On The Exploration And Integrated Management Of Coastal Zones--As Example For Coastal Zones In The City Of Longkou

The special advantage of coastal zones, which comes from its both oceanic and continental character, makes it a unique role concerning political, economical, military and environmental issues. Hence for a long time coastal zones has served as both an indispensable place for human being's living and an outpost of diplomatic and national defiance in near-sea nations.Because of its abundant resource and territorial advantage, both the development and economic exploration has been largely promoted in China's coasts. But there are also problems during the development process: the aggravation of pollution, sharply discretion of the environmental quality, excessive exploration, and the degeneration of resource and maritime function, etc. By a systemic analysis of the natural environmental character and the resource exploration situation in the city of Longkou, several problems such as out-of-order exploration and management in coastal zones, the lacking of environmental effect evaluation and maritime reference, illegibility of governmental function, exceeded authority of some local governments and so on, are pointed out, which are also standard problems lying in the nationwide coastal exploration and management. In this paper, an integrated coastal management statute is proposed and it is also suggested that it is urgent to set up a scientific coastal management demarcation and an authoritative management division, as well as a coastal exploration and management mechanism.
