In the base of the EPC pattern of the public information flow, the thesis abstracts the EPCOTP pattern of the public information open, takes advantage of the EPCOTP pattern to analyze thoroughly the effective implementation in the aspects of technology method , organization and system guarantee, and puts forward the measure and method of the effective implementation.In the aspect of the technology method, this thesis makes the qualitative and quantitative analysis about propagation characteristic , propagation effect and selection principle of the technology methods of the implementation of the knowing system, such as the technology method of direct explanation and propagation, and the technology method of medium explanation through print medium, electronic medium and web medium. The thesis , according to the influence of web technology method to the implementation of the knowing system, thinks that the effectiveselection of the technology method of the implementation of the knowing system is decided not only by the selection of the technology function and synthetic evaluation norm but also by the use of the technology method.In the aspect of organization, the thesis analyzes the functions specializations technology, coordination, centralization of the powers and separation of the powers of the implementation of the knowing system.
