The Research On Means & Methods For The Reform Of Property Relations In Changsha Water Supply Corporation

Starting from the end of the twentieth century, China has continuously put various open policies into practice in public utilities such as water supply industry in cities and towns in order to expedite proceedings of marketization and industrialization. Meanwhile, the foreign capital has also been wantonly poured into China's water industry, the state-owned water supply enterprises are confronted with numerous predicaments of inactive mechanism, integration of government administration with enterprise, deconcentration of enterprises, low economic benefit and static development. Therefore, the reform of self property relations, establishment of modern property relations and integration with external united market are the inevitable options for the state-owned water supply enterprises in present China.Changsha Water Supply Corporation (CWSC) was founded in 1951, which is one of the China's Top Ten large state-owned enterprises engaged in tap water production and supply. At present, it is also confronted with the reform of property relations required by the government and the pressure of property relations reform of the market. The thorough reform of property relations has become the pressing need for the sustainable development of CWSC.The research objective of this thesis is aiming at determining the applicable means and methods for the reform of property relations which is underway in CWSC as well as forming the new development strategy of water industry in Changsha. It is expected that this thesis could play a certain guiding role in the development of water supply cause in Changsha as well as the reform of water supply industry throughout the country.This thesis falls into six chapters. Chapter I describes the development survey of water supply enterprises as well as the train of thought of research and objectives of this thesis based on the situation of water supply industry throughout the country and CWSC. Chapter II analyses the necessity and difficulty of property relations reform to be conducted in CWSC. Chapter III conducts the inductive analysis of property relations trial reform and operation mode of the water supply enterprises both at home and abroad as well as puts forward the proposals used for reference. Chapter IV analyses the policy basis for the reform of property relations in CWSC, puts forward several fundamentals which ought to be abide by in the process of property relationsreform and the five designing plans of means and methods for the property relations reform on the basis of it as well as compares and analyses the respective advantages and disadvantages. Chapter V puts forward the applicable implementary proposals for the detailed implementation of property relations reform in CWSC in perspective of the present reality. Chapter VI puts forward the development strategy of water supply enterprises in Changsha after the reform of property relations based on strategic theory and development forecast and finally summarizes the full text.
